Offline mode in Joomla is used to take down your site for maintenance. When you turn on the Offline mode in Joomla, your site will display the maintenance message instead of displaying the site. So, As the name says, the site is offline.
This feature is not so popular as you can add or remove functionality on your site without taking it down using the Extensions in Joomla. However, in case your site is very popular and you need to take it down to create a backup or add functionality that might break the site, you can use this feature.

Enable Offline Mode in Joomla
To enable the offline mode, click on the System -> Global Configuration option given in the top navigation bar of the admin panel. See the following screenshot for reference.
In this section, you will find a lot of options that you can update in your site. However, To enable the offline mode, click on the Site tab as highlighted below.
On this page, you will see a few sections. Look for the Site offline option under the Site Settings section. To enable the offline mode, click Yes.
Now, Apply the changes by clicking on the Save button given at the top-left corner of the page.
